The question is, does this also imply that the Decrepify Cooldown somehow becomes permanent because of Eternal Torment? I also get that if you attack more, you're effectively simulating a Convention of Elements type situation with Decrepify. What's the meat of this new build? It seems interesting and I get that more attacks = more curses, eschewing the need for decrepify as an active skill. What I don't get is why give up Cooldown reduction when it's essential to getting Land of the Dead back on rotation quicker.

The Trag 1-hander with that skill gives a free Curse instead of something that costs 10 essence and, coupled with Eternal Torment makes the curse last forever (which I guess works better on higher GR with high monster damage pools) and also has the effect of keeping the Shadowhook bonus 'permanent' since nothing in their build costs essence now. I get why they've dumped Decrepify for Grim Scythe - Cursed Scythe. I was just going over the solo builds of the top Necro clears for the current era and it seems like the guys who are running the Pestilence Corpse Lance Build have dropped their cooldown quite a bit in favor of attack speed.
